PURPOSE

Incumbent is responsible for performing specific accounting functions requiring the application of governmental accounting principles and practices, including reconciling ledger accounts on a monthly basis, preparing journal entries, entering budgets and budget modifications, preparing monthly reports, and audit documentation. Incumbent will be responsible for the preparation of grant proposals and funding applications to government agencies and private foundations.   Ensure projects on schedule by facilitating funding compliance.

ESSENTIAL FUNCTIONS

  • Review documents for financial coding, accuracy, and appropriate documentation
  • Process accounting documents for payments
  • Review budget and expenditures on a regular basis and provide detail report to department Director
  • Calculate payments based on approved documents
  • Process accounting documents for payment
  • Record and track expenditures in correct month
  • Assist with reconciliation of ledger and prepare adjusting journal entries as requested
  • Interpret and communicate policies and procedures
  • Participate in grant team meetings
  • Prepare and maintain grant application and reporting schedules
  • Communicate with Finance Department and program staff to gather necessary and accurate information for grant reports
  • Reconcile grant budget to actual expenditures and prepare, review, and post necessary adjusting journal entries to ensure grants are not overspent and in compliance with reporting requirements
  • Research funding opportunities and develop responses following specific grant application requirements
  • Develop grant budgets with the department Director
  • Assist the Grants & Resources Manager in developing long-term funding strategies and sustainability plans for Tidal Network
  • Prepare complex, detailed monthly, quarterly, and closeout financial reports for external funding agencies
  • Independently review and gain thorough understanding of funding agency financial reporting requirements and ensure policies and legal requirements are in compliance with grant award letters
  • Communicate effectively and seek clarification of funding agency requirements when necessary and work with department Director to ensure compliance
  • Advise department Director and the Grants & Resources Director on the financial status of programs and individual accounts
  • Assist in writing, preparing, and submitting grant applications, reports, budget amendments and extensions in a timely matter
  • Meet reporting deadlines and ensure accuracy and completeness
  • Thoroughly understand and apply grant regulations

NECESSARY SKILLS AND KNOWLEDGE

  • Possess excellent communication skills – verbal, written, and presentation
  • Must be able to maintain strict confidentiality
  • Ability to interpret, apply, and explain law, regulations, and policies
  • Ability to identify discrepancies or inaccuracies in data and make corrections
  • Knowledge of techniques and methods used in reconciling accounts and auditing
  • Ability to work independently on many different projects consecutively and meet inflexible deadlines
  • Ability to read and comprehend US Code of Federal Regulations
  • Proficiency in MS Office suite programs


MINIMUM QUALIFICATIONS (education, experience, skills)

  • Bachelor's degree in closely related field
  • 2 years related experience

Substitution for Bachelor’s degree

  • Associate degree in closely related field and
  • 4 years related experience

PREFERRED QUALIFICATIONS (education, experience, skills)

  • 2 years’ experience in grant management


UNUSUAL PHYSICAL REQUIREMENTS OR RESTRICTIONS

The majority of work is performed in a professional office setting and is generally sedentary, requiring routine walking, standing, bending, and carrying of items weighing less than 40 lbs.  Travel on small aircraft or ferry may be required.
