PURPOSE

Working closely with the Director, department staff, and member tribes, the incumbent is responsible for the development and update to the Department of Tribal Transportation long-range transportation plans, including but not limited to working with the communities to identify transportation needs, updating Tribal Transportation Program Inventories, collecting and evaluating data, and working closely with the tribal governments, native corporations, local, state, and federal governments to identify and coordinate transportation and related activities, projects, and opportunities.

Reports To: Chief of Project Development

Supervises: N/A

Liaison To: Member Tribes, Federal, State, and local governments


ESSENTIAL FUNCTIONS

  • Perform research, collection, analysis, and presentation of statistical and other pertinent data
  • Work closely with the Tribal Councils on village transportation needs. Update Transportation Plans and provide written and oral reports to the Tribal Council and Tlingit & Haida (T&H) Tribal Transportation Director
  • Coordinate efforts with planning and construction activities of tribal construction projects, other community projects and external agencies
  • Update and verify all Tribal Transportation Program (TTP) Facility Inventory data for facilities identified by the Tribal Council
  • Conduct interviews with community members regarding past, present, and future transportation needs and special concerns such as safety, archaeological and environmental issues
  • Organize and facilitate public meetings and document results
  • Work closely with and under the guidance the Tribal Transportation Director and the Tribal Councils in updating community long-range transportation plans and the implementation of Transportation Projects
  • Research potential sources for transportation projects that fall outside the Tribal Transportation Program and develop draft grant applications
  • Must be willing to travel throughout SE Region, Statewide and as needed in the lower 48

NECESSARY SKILLS AND KNOWLEDGE

  • Working knowledge of computer software including but not limited to Excel, PowerPoint, and Word
  • Must be willing to learn new technology and apply to daily work
  • Strong written and oral communication skills including but not limited to communication via telephone, e-mail, public presentations, and meeting facilitation
  • Must be able to interview and collect information from the members of the community
  • Strong research, writing, and technical communication skills
  • Strong organizational skills required
  • Must be able to work and communicate effectively in a multi-cultural setting and develop working relationships with various governments, corporations, and funding agencies
  • Knowledgeable of geographical idiosyncrasies involved with road construction in Alaska
  • Understanding of the State of Alaska’s Department of Transportation and Public Facilities, Federal Highway Administration TTP and BIA TTP processes for planning
  • Working knowledge of multi-project financial management systems
  • Ability to perform math calculations: basic algebra and geometry for calculations of surface, volume, and percentages required
  • Must be dependable, self-motivated and able to work with minimum supervision


MINIMUM QUALIFICATIONS (education, experience, skills)

Transportation Planner I

  • Associates Degree with an emphasis in Science or Technology
  • Two (2) years experience as a Program Technician or equivalent
  • Drivers License


Substitution for formal education:  High school diploma with 30 semester hours in a combination of Math, Science, and Computer Science or 1 year of experience in planning or technician level work. Construction experience is a plus.

This position is established as a two-year on the job training opportunity to a high potential candidate who does not have the Degree or work experience required. Must show aptitude in all required skills. Mastery of skills and satisfactory performance of duties will qualify candidate for promotion to base level. 


Transportation Planner II

  • Bachelors Degree in Engineering, Planning, or related field
  • Two years experience as a Transportation Planner or equivalent
  • Drivers License


PREFERRED QUALIFICATIONS (education, experience, skills)

  • Bachelors Degree in Engineering, Planning, Public Administration, Rural Development, or related field or 4 years comparable work experience
  • 1 year experience in interviewing and data collection Knowledge or experience working with Indian Reservation Roads Program and or 5 years of construction


UNUSUAL PHYSICAL REQUIREMENTS OR RESTRICTIONS

The majority of work is performed in a professional office setting and is generally sedentary, requiring routine walking, standing, bending, and carrying of items weighing less than 40 lbs.  Travel on small aircraft or ferry may be required.
