The Behavioral Services Administrative Director will work closely with the Senior Director of Community & Behavioral Services (CBS) to provide administrative management for the CBS department in becoming a billable agency with the State of Alaska Division of Behavioral Health and accredited with the Commission on Accreditation for Rehabilitation Facilities (CARF). The Administrative Director will assist in managing grants, budgets, report writing, and drafting policies and procedures. The incumbent will assist with monitoring quality assurance as applicable to state and federal regulations for providing behavioral services. The Administrative Director will lead in special projects and grant writing with the Grants and Resources Development Department for future program development and expansion of services.


Reports To: Senior Director of Community & Behavioral Services

Liaison To: Other departments within CBS, licensing, and accreditation agencies


• Provide quality assurance oversight and ensure compliance with local, state, and federal regulations
• Special project development, management, and implementation
• Manage and coordinate the development, revision, and implementation of department policies and procedures in compliance with state and federal regulations and accreditation requirements
• Analyze budgets and work with finance to monitor expenses and submit budget revisions
• Assist in preparing timely grant financial and narrative reports
• Examine documents for conformance to standards, completeness, and accuracy
• Assist with grant writing and seeking new funding opportunities
• Assist with managing revisions of CBS Healing Center Manual and clinical forms and ensure compliance with state regulations
• Guide process improvement projects to enhance participant (client) experience and outcomes in compliance with CARF
• Serve as primary point of contact in preparation for CARF accreditation including coordination of meetings in-house with specific department policy and procedure development
• Assist Senior Director with preparing site visits from the State of Alaska
• Provide departmental supervision in the absence of Senior Director

• Experience with behavioral services or closely related field
• Ability to analyze and interpret complex information from multiple sources
• Ability to multi-task and manage priorities in a changing environment
• Experience in establishing and maintaining quality of assurance systems
• Ability to maintain accurate and complete program administrative files
• Knowledge of program development and evaluation
• Strong leadership and organizational skills
• Excellent verbal and written communication skills
• Strong inter-personal skills: ability to relate with people from different socioeconomic and cultural backgrounds
• Proficient in Microsoft Office
• Ability to work flexible hours
• Understanding of the Tribe’s mission and culture
• Ability to maintain appropriate boundaries with staff and clients


MINIMUM QUALIFICATIONS (education, experience, skills)
• Bachelor’s degree in Behavioral Health, Public Health, Healthcare Administration, or closely related field
• 4 years’ experience as a manager in related field
• 2 years’ supervisory experience
• Valid Driver’s License; clean driving record


PREFERRED QUALIFICATIONS (education, experience, skills)
• Master’s Degree in Behavioral Health, Public Health, Healthcare Administration, or closely related field
• 5 years’ experience in financial administration
• 5 years’ supervisory experience
• Experience in Tribal and State reimbursement mechanisms
• Experience in accreditation for healthcare programs


The majority of work is performed in a professional office setting and is generally sedentary, requiring routine walking, standing, bending, and carrying of items weighing less than 40 lbs. Travel on small aircraft or ferry may be required.
