PURPOSE
Performs duties associated with the determination of eligibility and effective case management for the 477 Tribal Child Care Assistance Program (TCCAP). Incumbent responsible for establishing and managing contracts with child care providers.

ESSENTIAL FUNCTIONS
• Responsible for reading, understanding, and interpreting State, Federal, and Tribal codes and procedural manuals
• Responsible for understanding and interpreting the performance standards, guidelines, and outcome requirements of each financial assistance program available through the tribe
• Responsible for maintaining a caseload of 40+ families/individuals
• Conduct intensive interviews to determine client eligibility
• Explain all program options and services available for clients, and the requirements of each program
• Ensure clients’ right to privacy and ensure confidentiality when information may need to be released to others with a need to know
• Assist clients in completing necessary paperwork in the office, follow up with them to ensure they can locate attached documents, and if necessary assist client in acquiring attachment document via a release of information to contact the agency
• Obtain and review necessary data, documentation and verification for each program of assistance as it relates to recipient’s circumstances
• Responsible for documenting in applicable case file, all contact with clients and service providers on a daily basis
• Provide referrals and follow-up communications with other service providers
• Complete home visits, transport clients and families in company vehicle
• Process all internal paperwork for the client such as check requests, make travel arrangements, and write referral letters
• Work within timeframes and deadlines which are dictated by program requirements
• Regularly conduct audits of assigned client files. Correct and report data entry errors, recalculate and make adjustments for benefit payments as necessary
• Investigate complaints from the clients and analyze data for validity; detect discrepancies and clarify data through telephone inquiries, correspondence and interviews
• Submit reports and written communication in a timely fashion
• Network with co-workers and with extend service providers and employers to increase the Tribe’s effectiveness in assisting clients
• Work with employment agencies and local employers identify employment opportunities for clients
• Attend training as requested by supervisor
• May be required to travel for meetings, training, and other business

NECESSARY SKILLS AND KNOWLEDGE
• Knowledge of public assistance laws, rules, regulations, service programs, and employment programs
• Able to read and interpret regulations and procedures to reach conclusions and make decisions
• Knowledge of Regional programs providing financial and health services
• Mastery of basic office procedures and practices
• Excellent computer skills including MS Office Suite programs
• Knowledge of interviewing techniques
• Excellent writing skills
• Excellent customer service skills
• Excellent interpersonal communications skills
• Excellent prioritization and time management
• Ability to practice tact, courtesy, and discretion
• Experience working with Native American clientele and understand cultural needs

 

MINIMUM QUALIFICATIONS (education, experience, skills)
• Associates Degree in related field
• Two years’ experience as technician or caseworker in related field

 Substitution for AA:
High School Diploma or GED
 Four years’ experience as a caseworker or closely related


UNUSUAL PHYSICAL REQUIREMENTS OR RESTRICTIONS

The majority of work is performed in a professional office setting and is generally sedentary, requiring routine walking, standing, bending, and carrying of items weighing less than 40 lbs.  Travel on small aircraft or ferry may be required.
