Under the supervision of the Child Support Manager, the Child Support Specialist will independently provide advanced level casework including but not limited to, investigations, financial negotiations, court presentations, and collections services.  The Incumbent will also provide educational opportunities for the clients and community in the services provided by Tlingit & Haida-Child Support Program.  


Reports To: Child Support Manager

Supervises: Up to two clerical/technician positions 

Liaison To: Departments and State Child Support Enforcement Division.


• Provide case management services for up to 300 clients

• Conduct special and long-term projects and case reviews to develop better management of the assigned caseload

• Responsible for supervision of up to two child support enforcement personnel; this includes supervisory activities including but not limited to, assigning work, coaching, staff training, assisting in performance evaluations and progressive discipline

• Develop and implement a training program for Child Support personnel

• Work with Manager to develop and implement department policies, procedures, and protocols to conform to Tribal codes and policies

• Ensure that program components are developed to work toward the organizational mission, and goals identified in the Child Support Program’s strategic plan

• Prepare and presents monthly statistical and program status reports

• Locate non-custodial parents using available information

• Conduct investigations and resolve complaints from case parties, clients, attorneys, legislators, the ombudsman, or other state or tribal agency representatives

• Initiate actions to establish paternity and/or child support orders under the guidelines set by the Tribe

• Conduct interview with case parties and reviews financial documents to determine to pay or to collect delinquent payments   

• Testify in State or Tribal court on child support actions and provide information on the status of cases

• Prepare and provide timely required paperwork and reports on assigned caseload to ensure proper notice and actions and for each case

• Maintain comprehensive case files containing, but not limited to, documentation of legal actions, conversations with all participants, and documents received and requested 

• Represent the Program in formal administrative hearings.  Prepare evidence, present arguments, question witnesses, and prepares and responds to post-hearing briefs and motions

• Assures that the case parties are informed as to the functions of the program, and the effects of an order and judgment

• Communicate the program’s responsibilities to the public by speaking to local community groups and writing public services announcements

• Create and maintain collaborative relationships with outside agencies and employers

• Initiate or assist in appropriate collections actions to keep clients current and reconcile arrears due

• Research for client’s employment information and establish wage garnishment arrangements if necessary

• Negotiate a reasonable settlement in accordance with the case party’s ability to pay

• Attend and participate in all requested staff meetings, and planning sessions

• Attend all requested training events

• Effectively recommends program enhancements

• Ability to work effectively with community leaders, lawyers, employers, and clients

• Knowledge of child support program rules and requirements

• Ability to maintain accurate, complete, and confidential records

• Familiarity with word processing, spreadsheets, and database software

• Ability to communicate effectively verbally and in writing

• Ability to diffuse tense situations and remain impartial

• Ability to remain calm in difficult situations with hostile clients

MINIMUM QUALIFICATIONS (education, experience, skills)

• Associates Degree 

• Two years’ experience technician or caseworker in related field 


High School Diploma, and

Four years of experience in investigations, paralegal work, Eligibility or Accounting Technician.

One year working with the public

PREFERRED QUALIFICATIONS (education, experience, skills)

• Bachelor’s degree in from an accredited institution in Business Education, Human Services, Paralegal, Finance, or related field

• One year experience in investigations, collections, paralegal work, auditor, or related field

• One year working with the public


The majority of work is performed in a professional office setting and is generally sedentary, requiring routine walking, standing, bending, and carrying of items weighing less than 40 lbs.  Travel on small aircraft or ferry may be required.
