PURPOSE
The Higher Education Specialist is responsible for the implementation of all activities associated with the Tlingit & Haida Higher Education program.


REPORTING RELATIONSHIPS
Reports To: Cultural Heritage & Education Director
Supervises: Up to two full time Clerical or Technician level staff
Liaison To: Institutions of higher education, vocational/technical schools, and other departments


ESSENTIAL FUNCTIONS
• Respond to correspondence, emails, and phone inquiries related to higher education
• Assist financial aid offices with inquiries regarding student accounts
• Ensure student eligibility
• Process, maintain, and audit Higher Education student files
• Develop and coordinate with Communications Department publications such as informational pamphlets and flyers
• Prepare and submit check requests to Finance for all Higher Education scholarship awards
• Make recommendations to Director for approval of assistance requests under specific circumstances
• Conduct outreach on Higher Education program and opportunities
• Provide statistical reports regarding Higher Education awards as requested
• Assist in updating program policies and procedures and scholarship award processing
• Coordinate with Director and Grants and Resource Development department annual T&H Alumni Scholarship fundraising efforts
• Create and maintain private and public sector partnerships to support Higher Education programs
• Research and utilize all in-house, State, and Federal funding opportunities to secure funding for programs
• Prepare reports, including those required by various granting agencies
• Create and maintain file management system
• Maintain strict confidentiality
• May be responsible for the supervision of up to 2 full time technician or clerical level positions including but not limited to: hiring, monitoring, coaching, staff development, evaluations, dispute resolution, progressive discipline, and termination

NECESSARY SKILLS AND KNOWLEDGE
• Knowledge and principles of education assistance and ability to operate with moderate complexity with minimal supervision
• Ability to analyze and interpret information from multiple sources including but not limited to statutes, program regulations, and financial reports
• Excellent written and oral communication skills
• Excellent persuasive and interpersonal communication skills
• Excellent computer skills including MS Office Suite and databases
• Ability to prepare grant applications
• Working knowledge of OMB A-87 requirements
• Ability to work independently with minimal supervision
• Strong supervisory skills


MINIMUM QUALIFICATIONS (education, experience, skills)
• Associates Degree in closely related field
• 2 years’ related experience


PREFERRED QUALIFICATIONS (education, experience, skills)
• 2 years’ supervisory experience
• Valid Driver’s License


UNUSUAL PHYSICAL REQUIREMENTS OR RESTRICTIONS
The majority of work is performed in a professional office setting and is generally sedentary, requiring routine walking, standing, bending, and carrying of items weighing less than 40 lbs. Travel on small aircraft or ferry may be required.
