PURPOSE
The Emergency Operations Coordinator will assist the Tribal Emergency Operations team with developing, implementing, and coordinating Tlingit & Haida’s (T&H) emergency management programs, projects, and services. The Incumbent serves as a liaison with other federal, state, county, city, and tribal government organizations involved in emergency management. Assists compact communities with their emergency management activities. Supervises community volunteers and T&H employees only as related to organizing, training, and planning of activities within the T&H Community Emergency Response Team (CERT) activities. Incumbent oversees the Laborers assigned to the Office of Emergency Management and the TEOC.

 

REPORTING RELATIONSHIPS
Reports To: Emergency Operations Administrator
Supervises: Up to 4 FTE
Liaison To: Various municipalities, Tribal governments, and Emergency Management Operations

 

ESSENTIAL FUNCTIONS
• Assist in implementing and coordinating emergency management projects, programs, and activities
• Review emergency, disaster response, mitigation, and recovery plans and procedures
• Maintain cooperative relationships with government entities, community organizations, and local, state, tribal, and federal officials in support of emergency management activities
• Review and assist with implementation of, or changes to, preparedness and continuity plans
• Deliver emergency/disaster preparedness training and public education activities
• Inspect facilities and equipment such as communications equipment to determine operational and functional capabilities in emergency situations
• Represent the agency at various, local, state, regional, or national emergency management and public safety groups
• Coordinate and work with Regional Community Emergency Response Teams
• Train community members and VPSOs in CPR, CERT, and other courses
• Other duties as assigned

NECESSARY SKILLS AND KNOWLEDGE
• Knowledge of applicable tribal, county, state, federal, and other regulations
• Knowledgeable of FEMA Emergency Management grants and grant writing
• Knowledgeable of the Incident Command System, National Incident Management System, and the Alaska Assessment
• Demonstrated ability to work effectively with diverse populations and tribal communities
• Demonstrated ability to communicate effectively verbally and in writing
• Exceptional verbal and written communication skills
• Exceptional attention to detail
• Exceptional with professional report writing
• Proficient with Microsoft Office programs
• Ability to type at least 50 wpm
• Ability to draft detailed professional documents

 

MINIMUM QUALIFICATIONS (education, experience, skills)
• Associate Degree in related field
• 2 years’ experience related to emergency operations
• 2 years’ supervisory experience
• Community Emergency Response Team Trainer Certified
• Certified within 1 year as an AHA/Medic First Aid, First Aid/CPR Instructor
• Willing to complete FEMA’s IS100, IS700, and IS800 within 30 days

 

PREFERRED QUALIFICATIONS (education, experience, skills)
• 5 or more years related work experience
• 5 or more years supervisory experience
• FEMA grant writing experience preferred

 

UNUSUAL PHYSICAL REQUIREMENTS OR RESTRICTIONS
The majority of work is performed in a professional office setting and is generally sedentary, requiring routine walking, standing, bending, and carrying of items weighing less than 40 lbs. Extensive travel may be required that may take you away from home for more than 10 days at a time and to remote areas of Alaska on small aircraft or ferry. Heavy lifting of up to 70 lbs. may be necessary on occasion.
