PURPOSE


The Housing & Reentry Coordinator has overall responsibility for the planning, coordination, and development of reentry housing opportunities, coordination of house programming, and supervision of daily operations of reentry housing. Incumbent will work with the Case Management Specialist to administer and implement programming to establish a community of recovery, reentry and cultural education in Juneau for individuals who have been incarcerated. The Housing & Reentry Coordinator will be the lead department point of contact for all capital projects, working under the direction of the department manager.


REPORTING RELATIONSHIPS


Reports To: Manager 


Supervises: Resident Manager, up to four staff 


Liaison To: Housing Development Partners


ESSENTIAL FUNCTIONS


• Primary point of contact in the development of reentry housing projects


• With department manager, develop and maintain policies and procedures for staff, volunteers, and participants 


• Oversee direct reentry service programming


• Ensure protection, safety and security of residents, employees and volunteers


• Respond to emergencies and concerns of staff, volunteers, program participants, and neighbors


• Train residents, staff and volunteers on policies and procedures that apply to them, namely house rules, schedules, safety procedures, and good neighbor protocols


• Coordinate with Resident Manager to assign residents chores and relay maintenance needs to the appropriate agency to ensure the building is a clean and safe environment


• Develop materials that describe housing and reentry activities and programs 


• Represent the housing and reentry programs at monthly meetings of the Juneau Coalition on Housing and Homelessness (JCHH) and the Juneau Reentry Coalition (JREC)


• Work with the department manager to draft budget and grant applications, identifying needs and potential program improvements


• Develop and maintain accurate systems for documents and data regarding housing and reentry donations, operation and programs


• Oversee spending within department-approved budget and make recommendations for budget changes 


• Make recommendations to department manager for changes in housing policies, financial policies and other administrative documents


• Oversee recordkeeping including grant records, financial records (invoices, receipts, and deposits), staff and volunteer hours worked, work schedules, and residents' significant events


• Meet weekly with staff and residents/program participants to ensure needs are addressed


• Prepare narrative, financial budgeting and other reports as necessary


• Actively seek other sources of program funding to expand services for participants


• Work with Case Management Specialist to plan, develop, and implement group meetings and meals 


• Seek and coordinate active sponsorship of the reentry and recovery programs in the form of mentors, presenters at house meetings, teachers of cultures and volunteers


• Compile statistical information covering the program’s impact and community needs


• Supervise Resident Manager of housing.  This will include but is not limited to monitoring, coaching, staff development, evaluations, dispute resolution, and progressive discipline

NECESSARY SKILLS AND KNOWLEDGE


• Excellent written and verbal communication skills


• Excellent computer skills


• Ability to analyze and interpret complex information from multiple sources


• Ability to manage priorities in a changing environment with limited information


• Ability to defuse emotionally charged situations in a respectful manner


• Ability to maintain accurate, complete, and confidential records


• Familiarity with Tlingit, Haida, and Tsimshian cultures


• Certification in Basic First Aid and CPR, or willingness to be trained after date of hire


MINIMUM QUALIFICATIONS (education, experience, skills)


• AA Degree 


• Two years’ experience in Social Work, Criminal Justice, or closely related field


• Two years supervision experience


• Valid Driver’s License


Substitution: 


High School Diploma/GED and


Four years of experience in a related field 


PREFERRED QUALIFICATIONS (education, experience, skills)


• Bachelor’s degree in Social Work, Criminal Justice


• Experience in the field


UNUSUAL PHYSICAL REQUIREMENTS OR RESTRICTIONS


The majority of work is performed in a professional office setting and is generally sedentary, requiring routine walking, standing, bending, and carrying of items weighing less than 40 lbs.  Travel on small aircraft or ferry may be required.
